  * Backport 2.060 to 18.04 LTS with TLSv1.3 support. LP: #1797386
    Includes:
    - upstream TLSv1.3 support
    - testsuite fixes to ignore SIGPIPE
    - depedencies adjusted to match SRUed version numbers
    - reverted superflorious changes to metadata/debhelper compat
  * Add breaks on hanging libwww-perl with TLSv1.3
