  * Add missing dependency on python3-ecmwflibs
  * Drop hard-coded dependency on libmagplus3v5, unneeded because this is
    pulled in (and resolved at runtime) via ecmwflibs
  * Mark this package Architecture: all since its contents are entirely
    architecture-independent
  * Build-depend on python3, not python3-dev, in accordance with the above
  * Drop unused build-dep on libeccodes-dev
